Details:

I am running a Ubuntu inside Termux in an armhf Android phone.
I installed octave with 'sudo apt install octave'.

I got the following error.

When I run "octave --configure", it says

Note: I have already installed the "libopenblas-dev" package.

However, in another arm64 phone, octave installs and runs normally.
