Follow-up Comment #2:
This issues of printing non-ascii characters has been partly fixed in Octave
5.1 (the most recent version), see bug #52764. As you noticed, in Octave 4.2,
only does the SVG output support non-ascii characters so the workaround is to
use Inkscape (or another capable svg editor) to convert the SVG file to the
desired output format.
