Details:

graphics_toolkit('gnuplot')
plot(rand(1, 10))

Then press "h" in plot window doesn't show help in command window. Press "h"
again, the plot window will freeze.

This doesn't happen in Octave 4.2.1.

Octave version: octave-5.1.0-w64-installer.exe
OS: Windows 7
