Update of bug #56780 (project octave):

                  Status:                    None => Confirmed              
        Operating System:       Microsoft Windows => Any

Follow-up Comment #1:

Confirmed, Alt+E, Alt+F, and Alt+T need to be entered twice to bring up a user
menu item with that shortcut key assigned.

Seems like the default menu shortcut keys should be disabled if the user sets
the 'menubar' property to 'none'.
