Details:

I have an octave installed on Windows in its console the Russian text does not
work, just when typing, instead of Russian letters, some numbers appear
through /. At the same time, on Ubuntu I have exactly the same version of the
octave and everything is typed there. In the settings of both, the Utf-8
encoding and the Unix line wrapping format are selected.
