Thanks for reporting back.

AFAIK there is no reason Octave's GUI shouldn´t work on a high-resolution
monitor.
The only bug report that maybe vaguely relates to your issue is bug #45220but
I doubt it.

You can try to remove the qt-settings file and start Octave again.
It's somewhere in  C:\User\<username>\.config\
