Follow-up Comment #11, bug #52752 (project octave):

I think Verdana has nothing to do with this: I see weird results with other
fonts. There is something wrong with how the opengl renderer resizes fonts and
graphics prior to printing. If I use the painters renderer instead together
with the -svgconvert option, I can render properly to pdf with whatever font I
choose. But again this is a separate issue.
