Follow-up Comment #15, bug #57644 (project octave):

My expectation is that 'lseek' does the right thing on a 64 bit Windows
system, so the condition to call '_lseeki64' is only needed on 32 bit systems.
That makes sense to me, but I don't know anything about Windows system
libraries or the actual behavior.
