Details:

When I install the official Windows installer of the current alpha version
5.1.90 and then start Octave, I see the following startup message:


GNU Octave, version 5.1.90
Copyright (C) 2019 John W. Eaton and others.
This is free software; see the source code for copying conditions.
There is ABSOLUTELY NO WARRANTY; not even for MERCHANTABILITY or
FITNESS FOR A PARTICULAR PURPOSE.  For details, type 'warranty'.

Octave was configured for "x86_64-w64-mingw32".

Shouldn't this read 2020 instead of 2019, since this release is only to come?

Additionally, when I then type "news" I get to see a news file that ONLY talks
about the 5.1.0 release, not the one I am acutally using:

Shouldn't there, at the very top of the NEWS file, be at least a short note of
the current Octave version? Maybe only with the information: only small bug
fixes since version 5.1.0, maybe a bit more?
