Follow-up Comment #4, bug #57730 (project octave):

Given that this is Windows, it's possibly more likely that when Octave calls
'sh' to run a package configure script, it's getting the wrong 'sh'
executable, possibly from a separate installation of MinGW, Cygwin, or some
other application bundled with utilities like Anaconda or Git.
