Details:

The top-level README file still refers to

> the system-specific `README` files in the `etc` directory of the Octave
source distribution

These files have been deleted since version 4.4.0. We should delete or amend
this text. Should we delete it outright? Should we point to a page on the wiki
as a gateway for further installation help?
