The reason is that "}" is entered by holding "AltGr" and entering "0". An alternative for the "AltGr" key is holding "Ctrl" and "Alt" at the same time. Alt+Ctrl+0 happens to be a newly introduced shortcut to switch to the previous panel. It is possible to manually bind that shortcut to different keys. But it would probably be very unexpected for users if they were unable to enter "}" with the default settings.
