Thanks for the answer.
Unusual but documented:
../configure --help | grep -i blas
--with-blas=<lib> use BLAS library <lib>

I would highly appreciate to see what you'd call the usual way;
that would settle it since recompiling octave is easy.
When I try without this option, I just get
> configure: error: BLAS and LAPACK libraries are required
Yet
/usr/local/gcc-9.2.0_binutils-2.32_isl/lib64/libopenblas.so
does exists and contain both the blas and the lapacklibs, as usual.
About motivation to provide a patch, I already have 3 pending

Not blaming anyone, mind you, being maintainer is tough,
but this list will hopefully show that there was no lack of good will.
