Follow-up Comment #34, bug #53124 (project octave):

I'd expect that the standard user wouldn't change core or package .m files
usually.
Are the core and packaged files of Octave to be changed by a plain user? I am
not sure if they are. It might be even worth pursuing to protect these files
from accidental changes...
FWIW, this is also how core and package files of Matlab behave on Windows.

Package or core developers that want to edit these files on a regular basis
are free to install Octave to anywhere they want (where changes to core and
packaged files is allowed). If installed at the default location, these files
can still be changed with elevated rights (either using Octave itself or
another editor).
