Follow-up Comment #9, bug #35588 (project octave):

We carry a patch in Gentoo to fix the problem with contributors.texi:

Since we patch the build system, we wind up touching a lot of files, and
inadvertently wind up rebuilding the documentation. Sometimes that fails with
a parallel build because (just based on the patch), the preface should depend
on the contributors.
