Follow-up Comment #18, bug #57033 (project octave):

I'm on Ubuntu 19.10, too, with the same SuiteSparse packages:

$ apt list --installed *suitesparse*
Listing... Done
libsuitesparse-dev/eoan,now 1:5.4.0+dfsg-1 amd64 [installed,automatic]
libsuitesparseconfig5/eoan,now 1:5.4.0+dfsg-1 amd64 [installed,automatic]
$ apt list --installed *spqr*
Listing... Done
libspqr2/eoan,now 1:5.4.0+dfsg-1 amd64 [installed,automatic]

I applied the patch again on top of hg id 1f07b80db239.
With that, Octave still crashes with a segmentation fault for the steps in
comment #16.

I used the following commands to build in a subfolder ".build":

../configure CPPFLAGS=-I/usr/include/hdf5/serial
LDFLAGS="-L/usr/lib/$(dpkg-architecture -qDEB_HOST_MULTIARCH)/hdf5/serial"
make all -j3

I'll also attach my config.log in case that will help to find differences
between our systems.

IICU, the error message you are seeing says that the manual couldn't be build.

Maybe someone else has a better idea. But if that happened to me, I'd try a
"make maintainer-clean", "bootstrap", "configure", "make all" cycle to see if
that fixes the issue.
