Details:

When you do a configure --without-fltk, it produces a warning:

configure: WARNING: --without-fltk specified.  FLTK widgets will be disabled.
{verbatim}

FLTK support and usage has fallen off, so I think it's normal to build without
FLTK these days. It's not a problem and no user intervention is required.
Perhaps this "WARNING" should be demoted to a "NOTE" or removed entirely, to
avoid scaring or confusing users who are building Octave?
