Follow-up Comment #1:

This problem appears to be due to using savannah for default and hg.octave.org
for stable.  The following note was in the master.cfg file for buildbot:


## NOTE: We need this second URL for the Octave sources because
## of a bug in buildbot that won't allow two hg poller instances
## for the same URL.  If that were possible, then we could have
## one URL for both the stable and default branches.


and at some point, we disabled automatic updates of hg.octave.org.  The
following note was in the update script:


## https access to hg.savannah.gnu.org has been failing with
## "network unreachable" messages.  Should we stop mirroring it here
## or find another way to keep the mirror up to date?  As of 2/24/2020,
## jwe is pushing the @ bookmark to the octave repo on agora using ssh.
## But that is only happening when he pushes changes, so the savannah
## and agora archives may be temporarily out of sync at times.


Since we upgraded the buildbot master, I decided to just set the URLs to be
the same for stable and default and see whether that works.

Now that I've made the config change and restarted things, it appears to be
working.  I'll close this report for now.  If there are problems in the
future, open another report.
