Follow-up Comment #9, bug #58524 (project octave):

Found the actual issue, the makefile for libbiosig modifies io.h, which then
breaks it when its used with secure calls like sopen.

On a clean build, biosig gets built after most other packages so doesn't cause
the error, but on a rebuild of certain packages afterward, there is the
potential to use the now broken function calls.

Ill see if can fix that
