Follow-up Comment #5, bug #59027 (project octave):

I didn't see your comment #3 when writing comment #4. The default value (and
therefore the initial value) for this preference is "true". I have no idea why
the behavior of your 6.0.90 version mentioned in the OP was different, except
that you - possibly accidentally - have changed the pref to "false".

@jwe, is the pref on your Windows installation also set to "false"?
