Follow-up Comment #2, bug #59087 (project octave):

Also, even if it is found to choose one core rather than several cores, that
is likely to be an upstream issue rather than an issue with Octave.

If I remember correctly, there are various kernel parameters that tune how the
kernel distributes processes over cores and threads.  Sometimes, the
parameters are set to maximize cache hits which means jobs should run on the
same core.
