Follow-up Comment #17, bug #49685 (project octave):

Is there an easy way to trigger re-parsing all functions in one folder
(preferably including those in their private, @class and +namespace
subfolders)? Either in C++ or .m file code.

`interpreter::clear_functions` clears *all* functions. But it would probably
be more efficient to only re-parse those functions for which we know the
encoding changed.
