Follow-up Comment #22:

I'm going to close this report as "Won't Fix".  The main graphics toolkit
which Octave is developing, qt, shows Matlab compatible behavior.  The
alternative toolkit, FLTK, has some funny interactions with the Window
Manager, but can be worked around by using multi-line code.
