Follow-up Comment #1, bug #59474 (project octave):
Support for Qt4 has been removed with version 7 of Octave. Only Qt5 is
supported for that version.
Please, see this Wiki page that lists build dependencies on Ubuntu 20.04 (not
sure if that list is up-to-date though...):

Does installing those dependencies resolve the issue you are seeing?
