I think I have identified the source of this issue as line 21 in this file:
https://sourceforge.net/p/octave/project-web/ci/default/tree/htdocs/templates/Makefile

Line 20 above it greps the package's DESCRIPTION file for the name of the
package, line 21 converts it to lowercase, and this is then stored as the
package's name in the Makefile.

However, I'm reluctant to 'fix' this myself by simply removing this line, as
I'm pretty sure it would break all the other packages instead.

Obviously it could be fixed by adding a hacky if statement of sorts
specifically for this package, but I'm guessing the regrettable but more
appropriate solution might simply be to ask Alois to rename the repository for
the sake of consistency.

(I also note that there is only one other package with a capital letter, which
is MacOSX, but this does not seem to be listed on the octave forge website
anyway).
