Follow-up Comment #9, bug #38974 (project octave):
this main bug in strings package appears to have been solved, the remaining
bug is more of a wishlist item for the core base64_decode function to handle
different decode types, and appears comment #8 proposes a way to do that.
probably could at least update the bug title/item group.
