This seems to be a documentation issue on the Octave Forge website. The
statistics function have been moved from Octave core to the statistics
package:

`tinv` is part of statistics 1.4.2 for me. If it is missing for you, maybe try
uninstalling the package (restart Octave to be on the save side) and install
it again.
