Follow-up Comment #1, bug #60056 (project octave):
Such a version was never released. That version number was used in the
development cycle for Octave 4.4. If the package relies on features that have
been added in that development cycle, some of that intermediate builds might
fulfill the package requirements, others might not.
It's probably not a good idea for packages to target the version number of
development builds.
