Follow-up Comment #9, bug #60437 (project octave):

Yeah the issue will be dont call octave-cli.exe directly, but use the .bat
file as it sets required env vars needed for octave.

The same issue is probally for calling mkoctfile directly, unless it was
called from the  cmdshell.bat, which sets the env vars needed.
