Follow-up Comment #5, bug #43697 (project octave):
OCS development is continuing outside octave-forge.
There are currently different forks that have all diverged (by different
amounts) from the forge version.
It is planned to make a new release at some point, but that will
require some work to merge the different forks so it might take a long time.
This bug does not apply to any of the current forks so I'd say it is OK to
close.
