Thanks for your report.

This seems to be a build system error.

and later versions should always call this function as EnumProcessModules. To
ensure correct resolution of symbols, add Psapi.lib to the TARGETLIBS macro
and compile the program with -DPSAPI_VERSION=1. To use run-time dynamic
linking, load Psapi.dll.

We are already linking with `-lpsapi`. But we aren't setting
`-DPSAPI_VERSION=1`. That should probably be added to CPPFLAGS in the the
configure test for "psapi.h".

Maybe we could still fix this for Octave 6.3.0.
