Polite hint for the OP:
You're probably not aware that quite often there are patches available
supplying functionality that's more or less frequently asked for in the bug
tracker and Octave support channels. It can really help you to search first -
just a suggestion :-)
Just type "octave histcounts" in DuckDuckGo (or if you want, Google) and
you'll see a few.
See for example patch #8801 for two different implementations.
I've had the original one in that patch report (that dates from 2016) in my
Windows builds for some years now. AFAIR the only real issue in that patch is
a failing BIST (that I only occasionally noted); the author mentioned he would
fix it but we've not heard back yet.
I'm in doubt if this had better be closed as a duplicate of patch #8801.
