Follow-up Comment #1, bug #61017 (project octave):

If you pull up the Windows start menu and type "octave", do you see choices
labeled "Octave (GUI)" and "Octave (CLI)" among other entries? If you run the
entry labeled "Octave (GUI)" does it load properly?
