Details:

Octave is 64 bit build

JVM.DLL
Description: Java Hotspot(TM) 64-bit server VM
version 16.02.0

OS Name Microsoft Windows 10 Pro for Workstations
Version 10.0.19043 Build 19043

no entry in event log for crash

starting cli from cmd gets the error
 

when using JDK
Error occurred during initialization of VM
Failed setting boot class path.

When using JRE
error: opening the library '"C:\Program Files\Java\jre1.8.0_301\bin"/jvm.dll'
failed (error 126): The specified module could not be found.

also Note: octave is looking for JVM in the wrong path, I copied it into the
above directory. Should be "%JAVA_HOME%\server\jvm.dll"

I have tried setting CLASSPATH to no affect
