Follow-up Comment #7, bug #61784 (project octave):

How do we want to move forward with this?

Is it ok to have those function templates with their deprecated
instantiation?

I found this old (resolved) bug report about deprecating function templates:

Apparently, the current behavior is by design? Even the weird behavior of not
showing a deprecation warning unless a template is instantiated at least
twice? wth???
