Follow-up Comment #1:

There is no "official" release of Octave for Android platforms that is managed
by the Octave project itself. This project here is "just" developing the
sources.

It's not clear to me where you got the older version from. But you might be
more lucky contacting the packager of that version. Maybe, they are still
interested in updating to a newer version.
