Are quotes really needed around $(MKOCTFILE)?  There are several other OF
packages with a Makefile similar to io's. Looks like a project, fixing them
all ...

But reading the OP's description it smells of paths and maybe other settings
getting mixed up.
AFAIK Octave (mxe-octave) already weeds out unneeded path components and
prepends Octave's installation path stuff; so I wonder if and how e.g., Cygwin
could interfere.
On my system where I have just a separate MSYS2/Mingw64 subsystem installed I
have no issues like the one in this bug report at all.

Anyway I'm pondering another io release, hopefully before the Octave 7.1.x
release so now may be the time to fix its Makefile, be my guest.
