Follow-up Comment #1, bug #62263 (project octave):

Using version 6.4.0: 

when I click the Open button on the toolbar, it opens an 'Open' dialog window
for me to chose a file to open, at which point it then opens that file in the
editor.  do you not get that dialog?

If I click the new button, it still opens the Editor window with a new blank
<unnamed> document open. 

In windows, the gui settings are stored in 
C:\Users\<USERNAME>\AppData\Roaming\octave\octave-gui.ini

Closing Octave and deleting that file should force Octave GUI to restore with
all default settings next time.  Does that change anything? 

Also, note that v7.1 is being released now.  When that appears on
https://www.gnu.org/software/octave/download#ms-windows it may be worth trying
that version to see if the problem goes away.
