Follow-up Comment #2:

This would be impossible to isolate and diagnose, especially when Windows
antivirus behavior can be so varied and it is completely outside of Octave. To
the OP: if you can try the new Octave 7.1.0 on Windows, try and see if it is
better. Closing this bug for now. It can be reopened if there continues to be
a problem for you.
