Details:

The wiki page https://wiki.octave.org/Release_History contains a link to
https://www.gnu.org/software/octave/NEWS-7.1.html, but that page doesn't exist
(yet?). Should it, or is the wiki wrong?

Should there be a canonical URL, for example
https://www.gnu.org/software/octave/NEWS.html, that always links to the latest
version? For me it seems to redirect to version 4.2, maybe it doesn't get
updated automatically with the release process?

Basically, I was trying to find an official announcement or the NEWS file for
the latest release online, but I haven't been successful yet. Very low key
release.
