Follow-up Comment #11:
I'm going to close this report because the updated iqr function has been
included in Octave core and released as part of Octave 7.
The question about conditional installation in the statistics package should
be addressed to the package maintainer. Offhand, it would seem that the new
iqr is sufficiently good that a separately maintained version in the
statistics package is not necessary.
