Follow-up Comment #13, bug #61461 (project octave):

@Stefan: Do you have the possibility to build the development version of
Octave or @Markus, are there some "nightly build" available for windows?
Changeset http://hg.savannah.gnu.org/hgweb/octave/rev/e2c8c852399e in the
default branch updated the way the screen geometry and screen numbers are
detected and used for the window geometry.
