Follow-up Comment #17, bug #61996 (project octave):
I tried 7.1.0 and a few recent bleeding edge dev builds and still see this
issue, at least on Windows 10.
It's very consistent: upon each restart of Octave the border between
vertically stacked widgets creeps up about 2/3 of a line height in the
adjacent command window.
