Follow-up Comment #12, bug #62352 (project octave):
Whoops, I seem to have confused the attachment comment field with the general
comment field.

I have attached the working and non-working versions of octave-gui.ini so you
can reproduce or diff the and see what the issue could possibly be. I took
them from a friend's installation on Windows 10 where Octave would crash just
like this issue describes.
