I'm not sure which upcoming version of texinfo @haawda was referring to. But
since Sep 2020 a new texinfo version has been released. Afaict, building
Octave's manual didn't break.

Anyway, IIUC this issue is not about a bug in Octave. So, closing report.

If there is something that should be changed in Octave that is related to the
issue described here, please leave a comment and we can re-open the report.
