Follow-up Comment #29:

@jwe: It might be that gnulib would have handled that for us. Alas, like you
already mentioned, we can't use their replacement function if we'd like to
support files with any Unicode characters. Having to re-implement some of
gnulib's fixes one way or the other is probably a price we have to pay
(because their file system functions only support ANSI characters on
Windows).

I added a note to the NEWS file and pushed the patch from comment #10 here:
