Follow-up Comment #8:

It looks like exporting template classes with specializations is kind of
tricky for Windows targets. See, e.g., how LLVM approaches that problem:
https://github.com/llvm/llvm-project/blob/llvmorg-13.0.0-rc1/libcxx/include/__config#L621-L644

Maybe, we'd also need more fine-grained macros (on top of OCTAVE_API and
co.).
That might be an alternative (and better) approach to splitting definitions
from declarations entirely.
