Follow-up Comment #11:

looking at this report, it appears that the main focus of the last TODO was
moving necessary documentation from the old odepkg sources to the current
octave docs. 

the target should apparently be:
https://octave.org/doc/interpreter/Matlab_002dcompatible-solvers.html

but the old documentation is a bit harder to locate now for comparison as the
bitbucket source was archived breaking the links below. I followed the path to
recover the archive, but the plaintext files in the archive have all
apparently been encoded, so someone more knowledgeable would have to determine
how to pull those.

there is an outdated sourceforge repository (last update ~2016):
https://sourceforge.net/p/octave/odepkg/ci/default/tree/

that at least has that version of the texi documentation plus all of the
solver example files available. 

Seems the tasks for this involve 
1) doing a side by side comparison of the current information in the octave
doc and that odepkg documentation, determining what else should be ported
over, and doing so.
2) stepping through all of the odepkg example functions to determine what
should be moved into the documentation, or turned into demo's etc.

to avoid the risk of the other archive becoming less-than-accessible, I've
attached the old SF archive here.
