Follow-up Comment #2, bug #63642 (project octave):

You can run install with the verbose command to get more verbose output.

   pkg install -verbose -forge image



Which will provider more information on where the error is. 

For image, it looks like the check for "whether octave value has Octave style
is* methods" is failing, but maybe happens earlier than that
