Command window in octave gui does not use all availabel space.
See attached screenshots on display 3840x2160 with scaling set at
comwin100.png (100%), comwin150.png (150%), and comwin200.png (200%). The
white spce below the prompt is not being used
(if scroll, it would scroll text in those top lines already occupied). 
A similar problem occur in horizontal space (e.g. 
running a=(1:100) would wrap the line at about 20 in a window
that can accommodate ~50.

The problem becomes less noticeable at lower resolution, but it still there.
At 1920x1200 I had to make the command window full heights tall to get a few
lines of empty space at the bottom.
